The top number is 16. The bottom number is 12.
Why? Well, follow the two different spatial series present in the fractions.
Both series alternate between numerator and denominator in turn.
So, one is a decreasing series of numbers (15,14,13,12) and the other is the ascending series of square numbers (1,4,9,16).
